As the other answerers have said, bad parenting is usually the cause. However, I think it's also because far too much emphasis has been put on the "personal space" issue of late.

American people, generally speaking, can be arrogant and self-serving at times and forget, or are not aware of, how rude their behavior can appear. I am American and am often embarrassed by how my countrymen present themselves to the citizens of other countries...and to each other. This issue of "don't invade my personal space" is a lot of bunk and often used as an excuse to be rude. Not all of us are like that.

I'm assuming, by the tone of your question, that you are not a native American. I hope my answer helped you to tolerate the sometimes rude behavior.

Their upbringing or better yet, downbringing. Mostly reared by their parents or non-parents with bad manners and lots of rudeness. No respect for elders or any others, for that matter.
