I work in the dietary department of a nursing home. I have had to take a Food Service Workers Course, and I get mandatory Board of Health training and recertification. In an institutional setting, this would not be allowed, but in real life, as long as the meat is not thawing out, it would be safe (provided the majority of the meat was frozen and firm.) You don't want to re-freeze thawed meat that was frozen before. And whatever you do, don't allow any cooked food to come into contact with the raw chicken, or any other raw meat. Keep a separate cutting board for raw meat, wash all raw-meat surfaces (counters, taps, etc.) with anti-bacterial soap, and wash hands thoroughly after touching any raw meat. And you know how most cases of E-coli infection are caused? From food prep workers going to the bathroom, doing their business, and not washing their hands, then handling the food that you eat. You end up eating trace amounts of what came out of that food worker's butt! So the germs are spread, you eat them, and get sick because someone has poor hygiene! Think of that next time you eat out!

As long as they were still a little frozen when he put them back, then yes they are still good. The only way that they would not be good is if the defrosted completely before refreezing

Yes they are still good. They just maybe a bit harder to break them a part and cook next time requiring a complete thaw to break them apart.

I seriously doubt you will get ill- but if they totally thawed- then you risk the chicken tasting funny. Also- if they wernt totally thawed- then just put them in the fridge and let them finish thawing there, make sure you cook them tomorrow!

Never put back defrosted meat or fishes..It won't go bad but they will loose its freshness and texture. I always pack them separately depending on required portion.

if wings were just partially defrosted, they are ok to keep and use -- but if they were entirely defrosted - toss them out. it's doesn't pay to get sick over a few wings.

I think as long as the meat temperature still below 40 degree F it should be ok.
