Find out the specific reasons she won't let you and then address each one in a mature fashion.
Is she worried you won't take care of it? Then write a schedule of pet care (such as, times of day you'll walk your dog) and show it to her.
Is she worried a pet is too expensive (come up with a plan to pay for the pet and its expenses yourself, with saved allowances, mowing lawns, etc).
If you present your case in a way that addresses all of her concerns, she may be impressed by your thoroughness and understand how badly you want one.

Show her that you are serious and that you are aware of the responsibility.

Check out books at the library. Find out all you can about the pet you chose - the housing it may need, how to get it to drink water, what it eats, health issues, diseases, cleaning properly after it, vitamins or special nutrients it may require, special lighting, exercise, safety (if it is considered as dangerous), breeding issues, what environment you can create so that the pet does not suffer from stress, if you live in special housing - like an apartment, they may not allow or require a deposit for this type pet, the cost for all of this, how long the animal lives, on & on.

Then present your Mom with this info. Let her know you are serious, and that there will be minimal disturbance to the family if you are permitted to have this pet. Be sincere & honest. Try to see her perspective. Sometimes kids want things, then when it comes to the "nasty" part of taking care of the pet, the Mom or Dad is stuck taking care of it. Assure her that you are mature & able to fully be responsible for this pet.

Because after the newness wears off, parents end up taking care of the pet, including cleaning up after it...that's why. So you have to acknowledge her fears are real and respect them. Stop bugging her and put a bargain on the table...and that means you must take some kind of risk that will make this fail-safe. What will happen if you don't hold up your end? Don't pretend this isn't a possibility...so deal with it ...talk about it. It's not the pet that's on the line, it's your ability to bargain...and keep a commitment.

I've no idea how young you are - you sound much too young. Do understand, the responsibility is almost equal to having a child. Can you? If not, then you will know why your mom's reluctant - from experience, the responsibility usually eventually falls on the parent(s). a pet is not a toy, you can't just dump it into the bin when you get tired of it .... THINK. Maybe wait till you are independent then buy your own.
