Bearing in mind ,that I have won Dv-2004 but I Hadn´t had the chance to get my interview, and after that, I applied a couple of times again for the following years lotteries,
Could I apply every single year for The Greencard Lottery? Is there any limit to do it?

Yes, you can apply every year. I have given DV immigrant visas to people who won on their first try, and to others who won on their eighth or ninth. Good luck!!!!

if you won,and you got your winning notification along with some forms?
Did you filled them dully and send them to kentucky consular section and you didn't get any notification?
It means,your education or work experience is not enough to eligible.
If it is so don't apply. Read this web good
