If what you are describing is what is known as a port wine stain, which has a deep wine red/purplish appearance, then the only treatment I'm aware of uses low level laser light to lighten the color. I'm not sure what it would cost per treatment, and it would mean locating a dermatologist who was certified to do it. A dermatologist would be the best person to consult anyway, as there could be other treatments I'm not aware of and the doctor could give you all your options. Dermatologist also know about the best makeups to cover up as well, and some even can provide you with samples to try out. Makeup would be the cheapest option, most likely, and there are some very good ones out there. The dermatologist can even help you learn to use it for the best effect. A professional makeup artist, or makeover professional might also be of some assistance, as they are very familiar with the different things available and could help you find something good. They would also be good people to show you how to use it most effectively. I'm sorry I don't have any better suggestions for you.

Why would you want to get rid of a birthmark?! It is part of who you are. Personally I don't think you should cover it but you could try a good concealer, foundation, and powder. CoverGirl has a really good line of make-up.

man ij ust asked a question of how to make it look like you have a black eye you might wanna get some foundation and powder the same color of your skin (MAC has great makeup of that stuff) and first put foundation over it and then powder (even if youre a guy nobody will know you have makeup on if its the same color of your skin) uhhh you could get that layer of skin scraped off they did that to my leg when it got burned it hurt like sh*t or get that hollywood stage makeup you might wanna order it its gonna be expendive you know the one actors and actresses do (my brother has a tattoo and he coverse it with that hollywood makeup) and it covers it perfectly :) *good luck*

I don't think there's much you can do short of surgery, maybe try using vitamin e cream to reduce the redness.
