Yes. Cupcakes will cook faster than a cake will, though. Cupcakes are much smaller, so there's less to cook through, and it's in a lot more contact with metal, which means faster heating.
If you're used to checking your cakes with toothpicks, put the toothpick in the cupcake about 2/3 towards the middle, not right in the middle, because when you take the cupcakes out, the center will finish cooking, just from still being in the hot pans, the few minutes after you take them out of the oven.

There should be no problem in making the recipe to suite cup cakes just make sure the mixture is even in the patty cases if you use them so you can make sure that they cook evenly I use an icecream scoop (small one) to make sure mine are all the same keep an eye on the mixture once it is in the oven, most patty cakes take about 12 -15 mins to cook but this also depends on the density of the batter mixture. doing a test batch before you office function might be an idea that way if they cook, for too long or you don't cook them enough you can get them right for the party.

Sure, you should be able to make 24 cupcakes with it if it makes a standard 9x13 cake.

sure you can. i do this a lot. just try a toothpick in middle of cupcake to make sure they are cooked to the right consistency. if toothpick comes out wet, bake a little longer -- just don't
over-bake them.

I don't see why not! I usually make mine from Duncan Hines out the box. However, they are pretty good too.
