Which agency would be responsible for developing alternate energy for cars? EPA or Transportation Bureau

Possibly both. But I don't think either has a mandate to develop alternative energy. The voters need to send the message to the government that it's time to develop new fuels.

At most they would be responsible for regulating the life out of whoever tries to develop vehicles powered by alternative energy sources. Notice I did not say alternative energy for cars. Existing cars cannot be powered by alternative energy sources. The vehicle must be redesigned to you any alternative energy source that becomes available.

Neither, as government agencies they are only responsible for wasting the tax payers money.
