Is it more dangerous to run when its pitch dark out, or is it ok? How can I stay safe? Also, I am a young female and I run with my 155 lb big scary black dog =p.

Personal opinion? No. I took a seminar in Denver, a detective specializing in crime on women put it this way: Trouble makers are out at night. They are out and about everywhere all night long. When the sun starts to come up, this is when they go to bed.
He put it this way. If you're jogging and a man is approaching you, give eye contact only for a second to say hello and make it strong. Don't look down to the ground(looking down shows intimidation) look straight ahead with your shoulders and chest lifted to show strength. He was very against women out at night alone, alot of crime this way, dog or not. They can shoot a dog in no time.
Try to find another time would be my advice.

It is okay to run at 4am. I work as a security guard at night and I often see runners at 4am. But dress conservatively, don't attract attention, and you should be fine.
