Shying away b/c she's scared of how she feels yet still shows some emotion of liking you. Still open to you.
Shying away b/c she's thinking about moving on with very little interest in anything you have to say or want to do. Kinda keeping her distance so she doesn't get anymore attached to you. Unapproachable and standoffish.

There is a difference between the two:
If someone is shying away b/c she's scared means she has strong feeling and emotions for you but she doesn't know how to express them or because she may have been hurt before and she is afraid it is going to happen again so it easier for her to leave the relationship. Just give her time to sort though her emotions and state how you feel directly so there is no second guessing on where you stand.
If she's shying away b/c she's thinking about moving on means she is not interested in the relationship and wants to date and meet other people. She probably thinks of you as a friend instead of a boyfriend. The signs for this may be she cancels dates, doesn't want to hang with you, or be intimate with you. Just move on.

They are both the same thing if you ask me. They both mean she is not READY to be with you..
