Check local prison system, some have training programs.
If the dog is young enough and can pass the testing. But to be honest with ya it will be hard to get a jack russell in a service dog program, it's too small and often to hyper, if it claim and listens it may make it as a therapy.

Well, fraud is rampant, I can tell you as a professional trainer with firsthand experience. I get so many calls from people who want their pets certified as service dogs but have no idea what this entails and what the criteria are for having or training a service dog. Rarely do I get a call from anyone who genuinely needs a service dog and is willing to put the time and effort into having one. There are also trainers who fraudulently claim their own pets as service dogs by slapping a vest on them and parading them around in public, presumably as an advertisement for their services when in fact some are not even real trainers, let alone service dog trainers. However, as someone who has been in roles in my previous profession in the medical field where I had to ensure compliance with licensing and other industry requirements, I can only imagine the enormity of a process of implementing mandatory registration. If someone wants to pay me to do it though, I would! I think perhaps a good start would be to implement a federal ruling to make fraudulent representation of a service dog a crime, punishable by heavy fines. The criteria could be the ADA guidelines for disability and the ADA and ADI definitions of a service dog and service dog training.

In order to be considered a therapy dog your dog would have to pass the AKC's CGC test at the very minimum and wouuld need to be trained to perfrom some type of service for you.
Just beacause you think you dog should go every where with you is not a good reason to do this.
It makes it hard for people with legitimate service dogs if your dog acts up while you are doing something. And unless you really need the help as in you are disabled don't so it.

This site has your answers to most questions, and if you contact them, they can tell you where is the closest class for you.

I have a therapy dog, a retired racing greyhound. He adores doing this. It's a great bond you'll receive working with your dog on the basic commands.

It's funny, because when I tell Cody to turn right or left, he knows which way to go. You'll here people say - that dog knows directions better then I do. You'll feel so proud of your dog too.

I also tell Cody, it's time to work when were doing this. Even when we practive.
Like a leader dog (for the blind) they learn when they are working and when their not.
