How do I change my browsers location?

I had it at the bottom and now its at the top.

Internet Explorer is your browser.
Are you talking about the Taskbar (with the Start button, internet icon, clock ...
You can move this top, bottom left, right.

Place mouse pointer on a blank area of Taskbar,
hold down left Mouse button,
then drag it to the bottom.

Once moved, right click it, then click "Lock the Taskbar"
