I would suggest to drink a lot more water and get more sleep.
If you normally don't or don't like the taste of water, put a few drops of your favourite juice into it to make it taste better, or drinnk bottled water. Just drink as much as you can, even if its just one glass on the first day, and try to get up to at least one litre. The experts all say two litres a day.
Also, it might be stress that is keeping those circles there!
You probably need a little bit of a holiday to get away from things. If possible, get away from things for two weeks, and in that time, just do whatever you like. One week just doesn't seem to be long enough.
I took a holiday a few months ago - my first in about four years. I stayed in a hotel for a week, and then with family for another week. I made no plans except maybe the day before, and did whatever I wanted to do, it was just me on my own. When I returned to my home city, my friends said I looked younger and happier, that the way I carried myself had changed for the better, and I noticed the dark circles under my eyes had disappeared as well. (And I had circles under my eyes for about 10 years)

There are many makeups for that problem. I have always had dark circles and every morning I just cover them with cover stick you can buy at any drug store. Then I pat a tiny bit of powder over that so they don't look shiny. That should take care of it. Some people are just prone to the dark circles and need to cover them up, not get rid of them.

Dark circles are inherited. The best thing you can do is to cover them up, using cosmetics that negate the dark color. Mine look kind of blue, so a yellow-tinted stick makes them look lighter. Depends on your skin color.
Finally, don't worry what people say about you. Life is too interesting to let people get you down!

Could be food allergies or weak kidney energy.
Don't eat the same foods everyday, vary your diet. Eat a lot of Quinoa (you can find it in the health section). Drink a glass of cranberry juice a day. Eat foods that build up kidney strength!
It may sound off to treat it with diet, but trust me IT WORKS! Just give it a try.
