OK. So my 2 1/2 year old loves to sneak over to the outdoor faucet and turn it on whenever we spend time in the back yard. The problem is... it's rainy season here in Oregon and due to rain already on the ground, he usually ends up creating an enormous mess or the end of the hose is "hiding" and I don't know the water is still on 4 hours later. I know there are like a million safety gadgets out there, does anybody know of one that keeps those little fingers from turning on the spicket?

The simpliest solution is to remove the handle. All it takes is a screwdriver and you pull off the handle. You can even hang the handle on a cup hook out of his reach so it's there when you need it.

That's a good one, maybe try the gadget you put on the doors, the plastic device that goes over the knob to prevent the child from turning it, but if the spicket is other than round you'll have to try your local hardware store
