uhh, this isn't really a "national costume"... I can't think of any country where everyone traditionally walks around with piles of fruit on their head. ;)
What you are probably thinking of is the look popularized by actress/singer Carmen Miranda in the 40s and 50s. She was a huge Brazilian star in her day, mostly as a singer and somewhat as an actress (she was the Shakira of her day). She co-starred in a number of terrific classic musical movies, and always sang at least one song, part of which would be in her native Portuguese. Her wild costumes often featured a headress with a number of tropical fruits, like bananas and pineapples. If you haven't watched any of her movies, you're missing out, she was a great comedic actress.

It's not a country's costume it is the symbol of Chacita Banana a product of Dole Fruit company.
