I like watching them tear it into strips and weave it between their tail feathers to fly back to their nest with. Sometime greenjeans has a 3-5 inch piece hanging behind her as she flys by. Kinda cute kinda funny.

I'm sure it's just fine. I am assuming that your birds are not "nesting" as a breeding pair as I am aware that your birds are all rescues.
I'm not a big fan of breeding birds at this time as the rescue I work with currently has 321 birds available for adoption.
Some behaviors that birds have are very natural for them, yet to us they are hilarious! I'm familiar with the feather weaving thing and it is very funny.
As far as I'm concerned, any behavior that they can do that harks back to a natural behavior such as foraging, weaving or shredding and chewing is a good one. It keeps them occupied and satisfies their behavioral instincts on many levels.
Reading up on foraging toys is a good way to keep your guys very busy.
Your birds sound wonderful!

I use newsprint that I get from a art store at the bottom of their cages. It hasn't been bleached and it appears fairly safe. If your packing paper is similar, I can't see what harm there would be in using it.

The paper is safe, yes.
Remember that shredding paper triggers hens to lay eggs, which requires special care and nutrition. If you don't want eggs, don't provide paper to shred :)

yes and if you want you can give birds notebook paper to chew on(i do)
