www.gimp.org has a free photo editor that's extremely powerful and free. It's almost as complex as Photoshop, though, so it might be a little more than you need. If you want something a little easier to manage, go get Irfanview and use it to resize your pictures. There's a tutorial on how to do that here...

There are lots of free pieces of software available to resize images: Picasa, Irfanview, and Gimp are a few that come to mind. There are others that might allow a trial period such as Adobe Elements which is a great software package for the amateur photographer as well as others by Corel. Then of course their is the de facto standard which is Adobe Photoshop. Just keep in mind that if you are dealing with JPG images that each time you save, the compression algorithm will compress the image so make sure that you keep your originals in a separate directory that will not be altered.

It really depends on the scale of editing that you want to do. By far the most powerful image editor on the market is Adobe Photoshop, but it's really expensive. If you're not planning on doing that much editing and don't want to spend that much money, I might suggest one of the free image editors listed above or one of the Corel image editors. Paint Shop Pro utilizes many features that Photoshop has and isn't quite as expensive. Corel Photopaint comes as part of their Graphics Suite. It's a simpler program, much in line with Photoshop Elements, which is another option.
(However, if you still want the best but without the pricetag, you could always download off a shareware program =P)

I use Photoshop and sometimes Fireworks, but generally Photoshop. CS2 has a lot of bells and whistles in the program that are designed to help the professional for a better output.

If you're not a professional designer or striving to be, yes, Gimp, like one user suggested, but it takes re-learning a whole new way of editing, especially, if you're used to using toolbar functionality whereas Gimp you need to use your 'right click' function to make ALL edits. Yuck! Takes too long.

Some computers will come with a form of Photoshop, generally for consumer use and not for professionals. Also, if your computer is not equipped with Photoshop, sometimes computers like, Dell, for example, will come with their own editing software and is usable as on a trial basis only.

Check out: www.adobe.com since they recently purchased Macromedia anyway, and see if there's something that you'd like. Do a research on Photoshop on the web, see what ppl are saying about it.

I dont reccomond Gimp to someone just learning...

While reducing the size of your photo is the only one you mentioned, if you take many snapshots, you will need these features:

1. photo processing: brighten, darken, rotate, cropping - this is minimum requirement for any picture taker

2. do not forget photo album: organizing thousands of photos is a hell of a job

3. once you have 1 and 2 above, you want to share these beautiful moments with friends and families

The best way is not through e-mail but through a web album

I have used many software (mostly high priced ones) but now there is one that do all 3 most important functions above , is FREE and not only that, IT GIVE you FREE WEB SITE and free access to yr friends and families

This is PICASSA from Google

so far this is the best and it is FREE, I cannot imagine a better alternatives

No I am not working for Google

I have had excellent results with Paint Shop Pro...it's the poor man's version of Photoshop. It works well for resizing, and fixing all sorts of photo related issues. It also works well with a host of photoshop compatable filters available around the net for free. It's available at Staples, and other stores of that nature, or online from http://www.corel.com They are up to version 11 now, and I have been a paying customer since version 3.2 ...back in the day when 4 meg of memory was a lot.

If you just need to make simple editing like making image smaller, then
Try FastStone Image Viewer
http://www.faststone.org/FSViewerDetail.htm

It is a image browser, converter and editor.
You can manage your images, resize, crop, add effect to images etc and convert the image to different file formats. It is very easy to use and can do lots of stuff.

Unless you need to do complex lay out and intensive image manipulation, you don't need professional software like Adobe Photoshop. The software takes up lots of space and the learning curve can be quite steep for people who are not familiar with software.

Adobe Photoshop is the best program out there. However the newer version are around 3-5 hundred $. Go for an older version and you can find one for less than $60.
