Take a couple of green trash bags, the type with the draw string tops. Cut the bottoms off to let her legs through and cut to the appropriate length. Using scissors, cut slits from the bottom of the bags to about 3/4 of the way up. Pull the bags on one at a time, using the draw strings to adjust to fit. By layering them seperately, the cuts won't line up exactly and you'll bet a fuller skirt. Once everything is in place, I used a flowed scarf tied around the waist to cover the plastic ties. Easy and inexspensive

You could use green party streamers. Cut all the same length and tape onto one for around the waist.
Cut up green construction paper the long way, and again tape onto one for around the waist. If you have green paint you can paint newspaper and do the same.

I think target has them. This time of year I dont think it will be to difficult to find one because of Halloween and everything, but in case you cant, I recommend going to Hobby Lobby and trying to find things that you can use to make one. Have fun!

we made one by cutting up a garbage bag the black or green lawn bags work best if you have a lai you can tie it around the top as a belt.
