I don't consider the AirForce within the rankings, since they're part of the Mountain West Conference, while the Navy and the Army are both independants.
In any case,
Navy: 5 - 2
Air Force: 3 - 3
Army: 3 - 5

Level 1 - Grunt.
Level 2 - Lead a squad of grunts.
Level 3 - Be accountable for a group of grunt squad leaders.
Level 4 - Wish to heaven you were still a grunt.
