Someone who puts the welfare of others before political affiliation, and who cares about others regardless of wealth, status, race, sexual orientation, gender or religion. More than anything, it requires action, not just rhetoric.

Someone who gets involved in their community, attends City Council meetings, and volunteers in some way and gives back to the community.
