I was thinking along the lines of a gasoline tax to help fund reductions in c02 emissions but thats a bit cheesy. Anyone have any better ideas?

Your idea's not cheesy, as long as your bill provides a means to actually reduce emissions.

For example, you could use the funds from the gas tax to develop a national network of high-speed trains as an effort to reduce the reliance on automobiles.

Whatever you end up choosing, make sure it is something that you feel strongly about -- that should make for a better debate. Enjoy!

Suggest a bill requiring a 2/3 majority to pass a law,
and a 1/3 minority requirement to repeal a law.
If you can't convince MORE than 2/3 of the people that a law is a good idea, chances are that it isn't.
If a law inconveniences a third of the populace, it is a bad law and should be repealed.
You'll love it.

How about a bill to require all future bills be no more than four typewritten pages, and subject to review by a panel of high school graduates to determine whether they are clear enough to be intelligible to the average person?

That is a good one. You could also think about making some important day a national holiday or something.
