You misquoted a typical british play on words.
e.g. If someone is scowling at you you might say 'don't look at me in that tone of voice' as if the scowl was a vocalised offensive comment.
The second part might have been a misheard comment such as 'I'll wipe the smile off your face with the back of my hand' suggesting a physical assault to remove a smirk from the face of an antagonist.

Facial expressions can be very evocative, as the phrase you quote demonstrates. I think this is a quote from some thriller; there are web chats that concern where loose quotes have come from, and where to find the reference.
Whether the hand is over the mouth holding silence or threatening something worse , the words say be calm and we can both relax.

don't look at me in that tone of voice is a humorous way of saying don't look at me like that, perhaps combined with don't talk to me in that tone of voice.
I'll take my hand off your face, means I'll slap your face, I remember Billy Connolly talking about that one, but I have not heard it anywhere else, I wonder if it's a Scottish expression?

Don't look at me in that tone of voice is just an expression when someone is looking at you with attitude, I used to use that expression a lot. It is used; as to be funny. As for second one, I've never heard of that one before.

It's just 'don't look at me in that tone of voice'; I think it originated with a comedian but I can't remember which one. He was basically getting a bit mixed up, and meant to say either 'don't speak to me in that tone of voice' or 'don't look at me with that face' to someone who was a bit angry/sulky with him.
