when your sitting down in a way that the circulation is partially cut off to your legs, and when you get up, they feel numb and asleep with a sensation which i can only describe as "tickle-pain". what exactly is that feeling and what causes it?

It's when the blood supply has been cut off to the nerves - it's pretty much your nerves "waking up" when the supply of blood is returned.

Yes...I'd describe it was pins-and-needles.
Its the blood returning to those areas that were cut off.

yeah i think everyone has had it before...you just said yourself..its when the circulation is cut off....the pain is when the blood is tryin to flow again ...walk it off.....
