Try talking to your boyfriend, your parents, and his parents and try to figure something out. Suggest group dating. If they still say no, either:
Respect you and your boyfriend's parent's rules and wait until you're both old enough.
Or if you're a rebel like me, do it behind their back. Just be really careful about it, or else you could get caught and your parents will have a hard time trusting you in the future. If you choose this option, which I know you will ;), good luck.

You should be working to build TRUST with your parents.
If you sneak around behind their backs, you destroy trust.
If you follow the rules, things begin to work in your favor.
But (the downside) it does take time and effort on your part.
