There are several ways:

You must obtain a job which has been competitively advertised for a number of days determined by the dept. of labor. If no qualified candidate is available within America, you can be hired.

The company may bring you from an overseas branch to do the same job you were doing there; that would be an L-1 visa

They may be able to bring you in to do a very specific job for a limited time on an H-1B visa (only a certain number of these can be issued each year - congress determines the limit)

You could apply on the basis of a relative already resident here.

This doesn't apply for most European countries, but some can apply for the green card lottery - a random selection of immigrants are selected from this pool.

You could apply for an E visa, if you have at least $500,000 available to invest in a business in the US.

You would be eligible for permanent resident status if you married an American (except if you marry a same sex partner in Mass. - these marriages are specifically not considered for immigration, under the DOMA law).
