There is no definitive way to answer this question since any objective comparison could never be finished before new models were introduced and other discontinued.

In addition you must consider that size, type (e.g. Plasma, LCD, projector) all have a bearing ... not to mention the vast difference between "best" and "best value".

In theory a TV with the capability to display a 1080p signal should be "best" ... but given the lack of high quality program material and limitations of viewing on a small to medium screen (i.e under 90") I suggest there will be little or no advantage over 720p/1080i displays. I should mention that to me "best picture" has to include image size and I prefer an immersive experience (100" plus) only achievable with a front projector.

That said, there are any number of online review sites that provide data and opinions on how various brands / types / models stack up. Do a search for "HDTV review" or "HDTV rating" or even include "1080p" in the search.

The first link below is pseudo objective and concludes that some of the best TVs of various types are made by Sony (CRT), Sharp (LCD) and Panasonic (plasma). I personally feel you could add others, but certainly you can't go far wrong with these three.

The second link is to a comparison rating for plasma TVs (my personal choice for best picture in an absolute sense). Note that on your criteria of picture quality the highest rated are various panasonic models (confirming the other site's conclusion).

1. Runco Plasma- hard to find and will cost you.
2. Fujitsu Plasma- also hard to find and will cost you.
3. Pioneer and Pioneer Elite Plasma- Not so hard to find and will best just about every image out there. For a really nice touch try the Pioneer elite 50 inch 1080p Plasma. It beats any LCD( well so do most Plasmas) and even looks 3d because it has so much depth.

First of all, if your DVD player is HD ready, then it does not have a built in HD tuner. The reason you are getting a good picture from it is because the video quality from a DVD disc is so much better than a coax cable line not up-graded to an HD set top cable box. My Sony LCD 42" HDTV has a DVI connection on it & the Motorola HD/Digital cable box has an HDMI connection, so I got an HDMI to DVI Monster cable from Ebay (new) for $57 Can.(compared to $179 in Future Shop).If your TV has either HDMI or DVI & the HD cable box you get has one of them, use that kind of cable for the best results, instead of component cables. If you have to go from HDMI to DVI, you will need to use an RCA audio cable from audio-out on TV to Audio-in on DVD, because the DVI only handles the HD picture, not the best audio. But, if both the TV & the HD cable box have HDMI, the RCA audio cable is not needed.

you want something that has a high contrast ratio. don't just accept the specs. one thing u could do is turn off the tvs in the store that u r interested in. look at the screens..... the blacker the screen the better the picture will be. if u want something over 50" go for dlp, otherwise, go for lcd. stay away from plasma. sony's quality has detoriated. go panasonic, samsung, toshiba.

Just a suggestion, "hopefully it will help you", if you know an honest dealer/tech, ask their opinion.
Personally, I find SONY HDTV plasma, the best, (but, to each their own).

My choice would be either the Sony Bravia XBR LCD
models or one of the Pioneer Elite plasma models.

just get one that is lcd and has a good brandname so it wont break
