At that age it's usually just screaming because of happiness or excitement. You can't really do anything to stop them, and I don't really think it's a good idea to try and stop them. It's just their way of expressing joy. Yes, it's annoying but it's also just a phase :-)

He or she is old enough to talk with and observe things. Is your child imitating soething or someone? Is it crying screaming or playful screaming?
If it is crying screaming, something might be hurting your child and they can't tell you how they feel. Like a tummy ache or ear ache.
Or is it a temper tantrum? Some say to say to them, "No, this is how you throw a fit" and then pretend to have a fit. They see how aweful it looks and won't want to do it again.
I guess in order to answer your question better, I need to know more about the situation when he/she cries/screams. It really depends on what type of screaming it is for chosing the best response.

When my oldest (22 mo.) gets too out of control, and just can't seem to calm himself down I give him a quick bath. Sounds strange but it works. They get completely distracted and are soothed by the bath resulting in a calmer happier little man!
I also do this with my 9 month old too and it works great for her too.
And there is always distraction of a movie or going out side or on a car ride. Food or a new toy might work.
If everything fails time out in their crib for about 5 - 10 minutes can help, they might even fall asleep if tiredness was the cause of their fussiness.

Unless it is something that they need or they are hurt, just ignore it and they will stop it. If all your child wants is attention during nap time then just ignore it because if you give in everytime then you will never have any peace. But make sure they are okay first.

ignore her because if you pay attention to her screaming by telling her to stop your reinforcing the negative behavior(screamimg) it might take a couple days but shell stop once she nos shes not getting the attention she wants.

Short attention span, lots of energy spells trip to the park or your backyard (if you have a big one) and let them run themselves out until they collapse.

different tricks work for different babies, when i was little the only thing that would keep me quiet was the vacume cleaner going. some mom's also like to run the blowdryer over their babies feet, on low of course.
