Protecting your dog from preditors, speeding cars, carrion, poison, traps, and other dangers is NEVER cruel, IMHO -- just the opposite, in fact. Country living isn't particularly safe for humans, and for a dog that's allowed to run free, it can be deadly.

Dogs are pack animals that love the safety and comfort of a "den," so if she has a nice dog kennel to go into, she won't hate you at all. And you have the peace of mind knowing that a coyote isn't going to get her or she's not lost or stuck in a trap somewhere.

You don't sound like the kind of person who'd just stick a dog in a kennel and leave them there without attention and the necessities, so I think everything will work out just fine.

Border collies need lots of exercise. If you are going to let her be an outside dog, at least fence in the yard where she will have lots of room to play, not just a small run. Dogs like a border collie are usually happier outside.

Kennels and runs are not cruel, unless you keep the dog in there in extreme cold or heat, or for very long periods of time.

A run may be a good idea to keep her safe while exercising if you do not have a fenced in yard.

If you introduce her to the kennel / run area slowly, make the experience fun for her by giving her lots of praise and attention when she's in the run, and feed her only in the kennel/run (so it becomes her "food source" area), she should be fine. Just make sure she always has water available, and keep her protected from extreme weather.

Why can't she stay in the house with you? Animals are social animals and if she was raised around you she will be upset to be without you. It is in their nature to be with their pack. If you are moving to the country that is the natural habitat of a border collie and she can run around herding bushes :)
