Bakery, pastery, candy company. Some grocery stores may even be able to accomodate a need like yours. Or you could just buy the sticks from a kitchen/cooking store and make your own cookies... insert stick (before cooking). You just have to make sure that the recipe you use will 'stand up'. (If your recipes are anything like my mothers it shouldn't be difficult to make a dense cookie...lol)

There used to have a place where I live that had cookies on a stick. They fixed them up and delivered them so they looked like a box of roses. The place went out of business, but it was in the yellow pages under "gifts" and they also had a listing under "florists." Maybe you can start there. Also call some bakeries.
