Assuming you are in the USA, a Federal ID number is like a Social Security Number.
A SSN (Social Security Number) is for US citizens.
A EIN (Employer Identification Number) is for entities who pay taxes. Corporations, etc...
A Federal ID Number is a "tracking number" if you will that identifies individuals (not necessarily US citizens) for reporting purposes.
