it means he has someone else on his mind,
c'mon what else could it be ?! he is BUSY? Too busy to make a phone call? it takes two mins.... don't give me that

This may not be as simple as many think. Yes, he could have someone else, or he is distancing him self to eventually break up; but it also could mean that he feels secure in the relationship and does not feel the need to "chase you" as much as before. He could be dealing with hard times that are not related to you and does not want to bother you with it. Sometimes men just want to be alone for a little while. I can go on and on about the possibilities, but for now just wait a little to give him space. If too much time goes by, then let him know how you feel (in a nice way, don't go crazy when you tell him). Just be prepared for anything, we are humans with unpredictable patterns.

I'm sure there are many lines a guy may give such as I was busy, I had to work, I went out with friends? Sure all those excuses may be real, and good but, Once his feelings have changed for you and starts acting weird, and not treating you the same as when you first started dating you, then it is a good chance that he is cheating on you. There are alot of guys out there that are like that. If you don't feel the same about him anymore or your worried that he may be cheating on you, then it may be good to confront him. If he looks you in the eye it's a good chance he is telling you the truth, but if he looks distance such as eyes wandering, looking to the ground, then that's a sign of guilt. I say take it slow and wait, but don't wait too long. Another idea is to tell him how you feel this may help.

It could mean alot of things, for example maybe he has alot of things on his mind or he is busy. But not to scare you it could also mean he is seeing someone else. But don't jump to conclusions so fast give him a chance to explain first.
