Leagaly if it is not in a written contract they can do what ever they want!! I do however think it is rude to promise something and then not finish what you promised!!

In California if you have a witness you can get a verbal contract enforced in court if you can prove Tort and show that contract is valid by both sides agreeing to something in both terms and valuable consideration.
All these elements have to be in place for a written or verbal contract to be valid.
You also have to be able to prove that the person making the offer was sincere and not under any duress, such as you saying you are about to be homeless and they make the offer, but now you are not about to be homeless. That would invalidate the terms of the offer that are implied by the conidionts under which it was made.

As a question of ettiquette, it is rather rude. However, as an issue of legality - if there was no contract stating the intention for you to move into the apartment, then nothing can be done.
