Is it possible to develope a person's brains substantially if he or she works hard? (a high schooler)
( by developing brain i mean as in thinking skills not knowledge)

brain growth start at birth and it reaches 90% by age of two year
almost complete by 2-1/2 yr

after that brain growth stops but maturation and development continues through out life

Yes.The more you stimulate your mind with reading solving math problems and just plain questioning life (like philosophy) the greater your thinking skills become and will continue to for life.
