The brand Smartwool makes very high-quality socks. My husband and I both have some of their socks, although we have not tried their children's socks.
Some of their kids' socks some in size XS which might fit a 1 year-old. (Size S is a US 9-11.5 or Euro size 25-28, so I would guess that XS would be in the right range for a 1 year-old.) The Smartwool socks that we have tried have been long-wearing and not itchy.
