Well,as they say,there's no such thing as a free lunch,so there's no safe way to download from the net. Bearshare/Limewire/Frostwire are all P2P,or pier to pier transfer protocols,which means that u connect to other peoples computers,who are also running Limewire or Bearshare, and download ur required files from their computers.As the stats go today,8 outta 10 computers online have spyware,knowingly or unknowingly.So,the best way is to have an antispy programme running,alonwith a good antivirus.Play safe,but play !!
And going by experience,Frostwire.com is the best.Try it.

safest? not quite sure, all of them have spy ware, i heard frostwire its good, the "safest" way to download in my experience is cnet.com, there you''ll find different software with their reviews by the website itself and the people who had used it and their rates

lime wire and bearshare both have spyware installed but if u still want to use one of them use limewire theres less and its quicker
