It means "My darling" (literally "little dove") and is only applied to someone female.
There's a variety of endearment terms: none that will translate to "honey" exactly, but here's an assortment.
Dorogoi / Dorogaia (Дорогой/Дорогая) == Dear (male/female)
Milyi/Milaya (Милый/Милая) == My pretty one (male /female)
Serdtse moie (Сердце моё) == My heart (can be applied to either gender).
