Same as those that came years later. He was looking for a passage to Asia.

They wanted a trade route - hadn't changed in 50 years, that was Columbus's goal too. Now Cartier at least knew they weren't there yet. But they didn't realize how big North America was. He went in the Gulf of St. Lawrence, then up the St. Lawrence River to Montreal, always hoping around the next turn he'd end up in the Pacific Ocean.

This is from my "Quebec & Canada" History course 2 years ago...
Jaques had 3 goals: To find a route to Asia in order to obtain valuable goods and spices; to claim any new land in the name of the French King; and to Christianize any new peoples he found.
