The .dbf file is NOT an Access or Excel file and will not be open by those applications, the .dbf is a Foxpro file format. You would need to export the file to a different format for Excel such as .wks or .mdb for Access. The .dll file has nothing to do with or being a Foxpro file, it is a system file (Dynamic Library) and should not be tampered with.

If you have FoxPro, open each in it. There should be an Export command, probably in the File menu.

In the resulting window, you should be able to choose what the file is exported AS -- that is, what file-type.

Otherwise (if you don't have FoxPro) get the person who sent them to export them for you.
