It is both unattentive drivers and people following too closely.
It is quite legal to go through a yellow light. It takes an attentive driver to know if he/she is too close to be able to safely stop.

Traffic cameras may be part of it but it certainly stems from the abilty and alertness of the driver. People often blame techonolgy, Don't blame blame technology if you fail to pay attention.

why would you allow yourself to drive in a manner consistant to almost haveing or having a rear end collision. You shluld be able to control your vehcile at all times

i like shooting the lens with a pellet gun, they break and usually shater on the second shot. then it takes the city 2 months to fix it again. i tried tape and the workers peeled it off and cleaned it 2 or 3 days later and i`d rather shoot it than paint it.
