Sounds like you need a stronger trash can. I had to get one with an attached lid and put a weight on it to keep my Dal's from getting into it. You might want to try a buzzer type alarm. The one that has a magnetic trip. At least you will be able to hear when the dog gits the trash.

Dogs do NOT eat garbage to exhibit dominance! (I hate Cesar Millan and I hate that the average person ever learned this word!) Dogs eat garbage because it tastes good - period.

We put our garbage on the enclosed back porch, as all of the garbage cans we tried our dogs could get into, and I don't have $150 for a top-line can (if you do, there is one that has a butterfly opening in which the "wings" open up rather than pushing down into the can - tough for a dog to figure out). I have a friend you puts the trash in a cabinet and then puts a child lock on the cabinet door. Make the garbage inaccesible and you won't have an issue.

You need to get larger covered garbage containers. I had a problem with one of my dogs and when we changed garbage cans where they couldn't get to the garbage, it straightened right out. Now we no longer have to worry about them chewing on things they shouldn't be chewing on.

You can't punish a dog (or any animal for that matter) unless you catch him/her in the act. You can try sprinkling cayenne pepper on the garbage -- their senses can't take the smell of it. You may want to check out this website, it may help: http://www.healthypet.com/faq_list.aspx?id=1

My brother keeps his garbage can under the kitchen sink and has one of those plastic child safety latches on the cabinet door.

Get a garbage can with a lid. Problem Solved.

Again, this is a dominance issue. Also, excessive energy - are you giving him enough exercise?
