If you mean, animal abusing animal, perhaps, but it is also considered natural instinct. One of the dogs is the aggressor. Separate them from each other unless you enjoy watching them fight which I think would be wrong and then you would be the one abusing the animals. There are alpha dogs and beta dogs. One is trying to dominate the other one. They don't need to be together.

Yes, it can be construde as animal abuse which is a crime punishable by a fine, jail time or both. How anyone can knowingly keep animals that they know will kill eachother is beyond me. If it is you that has these animals then you need to do something to find suitable homes for these animals because it is not being a responsible pet owner. If it isn't you and you know who it is it is your responsibility to report this.

Are the dogs kept in the same kennel? If so, yes, it is abuse. If the dogs just meet on the street, no it is not. If the dogs are being forced together, yes.

Yes it is. If you are aware, and allow them to fight, your are guilty of abuse, and dog fighting in my opinion.
If you have two dogs that want to kill each other, it is possible to keep them both, but it takes effort, extreme vigilient supervision, and a scheduled routine.
You would have to crate and rotate, I can explain that if you need the help.

Definately animal abuse if you allow them to stay together.You need to keep them apart,so please keep them in different areas and not together.If you leave them together it would be like someone throwed you in a pen with a lion,what you think would happen then????????????????????,same with dogs,as they have feelings to.

TRY WALKING DOG #1 UNTIL YOU ARE SURE IT IS LISTENING, SUBMISSIVE EVEN
THEN DO THE SAME WITH DOG #2
TAKE THEM FOR WALKS TOGETHER(ASK SOME ONE TO GO WITH YOU IN CASE OF TROUBLE AT FIRST)
SOON THEM WILL START TO BELIEVE THEY ARE THE BEST OF FRIENDS AND STOP THE FIGHTING IN OTHER AREAS
YOU WILL NEED TO WATCH THEM TO REINFORCE THE TRAINING ..NEW PLACES..AROUND FOOD ETC...
