Have you ever tried body brushing? It's the best thing you can do for your skin! Go to an organic or healthfood store (if you don't have one of those in your area, just try Wal-Mart or something. I prefer the natural bristle as opposed to the ones in Wal-Mart, but those will do for now), and get yourself a body brush. Before you hit the shower, dry brush your skin. It's a great way to get the blood flowing and exfoliating the skin! After a week or two, you'll definitely see a big difference! (PS, Dry brushing the skin is also a good way of minimizing cellulite!)

Sounds like you have some sensitive skin on your legs. Exfoliate using a loofah or bath gloves every day. Shave (which is a great exfoliator!) every third day, and moisturize after your shower with a heavy shea butter based lotion or cream, like Jergens Shea Butter formula.
