I sure hope not because the few times I gotten on the bus, that is where I've sat. I think traditionally drivers like to keep that row directly behind them clear for their stuff and also to avoid annoying passengers that may distract them on the drive.

Obviously if it was a federal law it wouldn't only be in Washington and would have to be in the entire US.

If you are talking about the seat with a steering wheel in front of it... yeah there are laws governing who can sit there. To drive a bus you need a commercial driver's license (CDL). So yes there are laws for that seat.

I am assuming you are talking about the seats behind the driver's seat, which of course can be occupied by anyone who chooses to sit there. There was this thing called the civil rights movement that granted people the right to sit wherever they want on a public bus.

this public transportation?
I ride the metro bus in dc and there are no "front" seats some times. The seats close to the front are usually facing each other on opposite sides of the bus. Whoever gets there when it is empty takes it
There's only 1 seat up front on the metro, the bus driver's.

No Haven't you ever heard of Rosa Parks? You can sit wherever you feel like. The front of the bus usually has the area for wheel chair riders to tie down and the bus driver might ask you to move if someone needs to put their wheel chair there, But you can sit wherever you want.

Yeah they have front seats only for placing your luggage. You are not supposed to sit on them.
But if you want to occupy a front seat you could stand on it.
