Best advice is to remove the old paneling before you install new paneling. If the old paneling is glues to the studs, this will be a difficult job. If you simply put the new paneling over the old, you will need to do a lot of detail work to make the job look good. Electrical boxes will need to be moved out the thickness of the new paneling. Door and window jambs will need to be extended. I'm sure you get the picture. It is worth the effort to remove the old paneling.
Good luck with your project.

you could ripp it all down and sheet rock that's alot of work especially if you don't know how to tape and float sheet rock . . I painted the paneling in our living room first I filled the cracks in the paneling with wood filler to smooth out the lines then I primed the paneling and painted it

If taking it down is out of the question (or the budget) you can try using a wood filler to fill in the cracks and then just paint over it. At least it will look half way decent until you can put up drywall.

Remove paneling gently, you may have nail holes to spackle or as in our case, glue strips, we sanded the glue strips and then used a good primer such as kilz. Almost brand new again.

I painted mine with "KILZ" then just painted over it. Its up to you if you want to fill in the lines. I didnt, just the frest paint was a big difference. After you put up your pictures & & get the furniture arranged you don't notice it.

unless you want to go through the drama i would suggest you dont remove it especially if you dont know what waits behind it. its like opening a can of worms. if you can either put the thinnest sheetrock you can get to go over it or just paint it. will save you a headache.
