I think a better idea might be to go to some veterinarians in your area and see if they will distribute samples along with flyers or business cards. You can give them a list of ingredients so they will know that the treats are healthy. This way you can be sure you are targeting the right people - people with dogs who care enough about them to take them to the vet. These are the people who are also more likely to want healthy treats for their pets.
Good luck with your venture!
P.S. I don't know about vets where other people live, but the vets in my area do this kind of thing all the time. And I didn't mean request the vet to look at the ingredients list to approve it, just that if there was an ingredient he/she didn't approve of, they might not want to offer the treats. But I seriously doubt that would be the case.
If you live in a rural area, you might also try putting them at a feed store, as well as boutiques, etc., as suggested by others.
P.P.S. You might also make up some nice little baskets, photograph them, and sell them on eBay. I bet you would get more orders than you can handle, especially as it gets closer to Christmas.

All natural doggy treats are all the RAVE right now ! Offering samples with alittle flyer is a wonderful idea! make sure you ask pet groomers and vets too ! "Pet sitters" are another good one too. You can put up a small booth in a local mall for the holidays.
Make sure you set up a free website account too, zoomshare.com is a great choice !

That's a great idea! Home made treats are always better than store bought ones! Last year, my sis and I sold doggy treats. The most popular treat was oat peanut butter balls. Here's the recipe: Take 1 inch rolled peanut butter ball and roll it in oats until covered. Continue doing this until you have a number that satisfies you, and the put the treats in the fridge for 2-3 hours. Yummy! :),

Good Idea, but I wouldn't leave them on their car or in their mailbox people might just throw them out. goto a dog park and put flyers around. See what the response is. Talk to people and to your local vet and see if you can give them some to give to the pets they see along with a flyer. that way people see thatthe vet likes them and is willing to give them to pets and then peopl might start to call you. list the ingredients so people are comfortable with the product

Good idea. You may also want to look in to displaying a basket at a local boutique or card shop as well as the florist in your area. Good luck!
