I don't think CIA is really interested in catching?

CIA's job is not to exterminate the enemy. Because the millitary will be out of job. Just do my job and get paid. Info with proof is all they do. You better be a good photographer. Candid shots pay the highest. Why not hire someone else to shoot the pics. While you (Govt. Agent) do something else enjoyable.
