In the Western system, the signs change every month at about the same date every year. Year doesn't matter. For example, if you were born on Oct 30, no matter the year, the sun was in the constellation Scorpius. This would make you a Scorpio.

a person's sign is determined using date, time and location of birth. since the sun is in a different position at 3:00 on the east coast than it is at 3:00 on the west coast, having as close to the exact time is best (the time of birth aslo affects the rising sign, s in what sign was on the horizon at the time of birth)

the year also does matter, especially if a person was born on or near the cusp of two signs. these dates change every year, so a person born near the cusp of say Taurus and gemini in one year (ie May 20) could be either Taurus OR Gemini depending on the year they were born. in these cases it is alos very good to have the time of birth if they happen to be born on the DAY the sun is actually crossing the line between two signs. that person could be born *minutes* on one side or the other of a particular sign.

if you are going further in a person's horoscope, year is also a factor when figuring out the moon sign, since the moon passes through all 12 signs in it's 28-day cycle, and what sign it is in on what day will change from year to year.
