It sounds as though it might be the beginnings or a part of OCD... obsessive comulsive disorder.
The best thing to do would be to have her go see her doctor... and to be honest about what she's doing. It's not about scabs-- it's about her attempt to keep order in her world.
There are many, many people who have this disorder and the doctor will be able to recommend treatment-- some counseling perhaps, and in some cases, medication.
It's not life threatening, of course. But, it is life limiting.

Therapy is a good place to start. The other is for her to see a doctor and find out why she has scabs on her scalp and check for signs of infection.You might try to keep your visits with her in a public place. The behaviour may stop if other people are around even if for a short time. This may stop the picking and eating while you spend some time with her and give her scalp a chance to heal.

She should see a general physician to rule out Pica (the craving and eating of things that normally are not consumed), and may need a referral for psychiatric evaluation, to rule out things such as OCD or other nervous disorders.

I really think she need to see a mental specialist that can help her deal with it. Seems like a type of obsessive compulsive disorder or something closely related to it.

Ewwwww! From her scalp? That's disgusting! first, ask her why she does it. Then, tell her to stop doing it, because it's just plain disgusting, and her wounds will never heal is she, uhhh, picks them! If she still does it, you should talk to a doctor about it to see if she/he can help.
