You have to vary the motions going on down there. Unless you have been specifically told not to, do both. The licking may be too light for some and sucking too hard can be quite painful after just a short period of time. Once again, pay attention to body language.

A mixture of both, if you suck to hard then I'm gonna be like get off of me, but if you lick to soft then I'm gonna be like hurry up. So the key is to learn how to perfect the both of them and use them at the same time. Practice makes perfect
