I would like to know how to raise the eyebrows and lengthen and narrow the neck.

The program it appears they are using is not Photoshop, but rather a program that seems to be intended for this work. The modifying of a selected space while blending the connected non-selected space to fill is something I haven't seen in Photoshop before.. perhaps its a feature somewhere in it... Your best bet as far as I can tell is a feature in CS2/(perhaps CS1) called 'Liquify' , it's one of the filters. Some careful and trained work in this filter tool may help in this manner
