Most all joints have what is called a range of motion That is their ability to move a certain number of degrees in certain deirections or in certain planes. ROM exercises are designed to allow individuals to keep their rangte of motion if it is full, or to increase their range of motion if it is limited. Range of motion maybe limited because of pain or because of anatomical reasons( such as short or damaged tendons, muscles or ligaments). The thought is by performing these exercises, sometime through pain, it will allow the joint to remain mobile.
It's like if you have a doorknob. the range of motion exercise is twisting it to the left ot the right. But if you never used the door know ever, it might lock up or be restricted and won't twist as well. Hope this helps.

The typical range of motion exercise is a thorough, head-to-toe, gentle movement of every joint and limb in the body.
